I ran into this also, the Westinghouse 77021 fixed the issue for me. It is a l-1, l-2, l-3 switch.

Hunter Ceiling Fan Switch Solution? by: Anonymous
Got the same issue with my Hunter fan...had to purchase a new 4-wire chain switch from Home Depot...
Black wire to "L", and the 3 other colors (Green, Grey, & Brown) can go anywhere, but I can't get the slow, medium, fast and shut off to comply. Anyone else get the correct sequence working? Looks like you have to pay about $35-$40 to purchase a new switch from someone who knows what they're doing...and that doesn't even get you the consultation?

I just purchased a westinghouse switch 77020 and have the same problem with another type of ceiling fan. My old switch(GENG JENG) connections were L=black, 1=grey, 2=brown, 3=purple wires. The new switch(westinghouse 77020) have L,1,2,3. After matching up the same wires on the new switch the fan cycles thru low, med, and high speeds - but will not shut off. Keeping the black wire as a constant on L - I tried all 6 combinations with the grey, brown, and purple wires. The result was the same the fan would not shut off. Anyone out there have any ideas??? Thanks!!!

I just replaced a 3 way 4 wire switch that I purchased where I bought my fan, Home Depot.
My fan has Orange - 1, purple - 2, white - 3 and black - L. The fan now goes through low med and high with no shut off?
The new switch is a Westinghouse 77020, any help would be appreciated, thanks. Mark
